Construction Manager vs. General Contractor – Part 2 – Pre-Construction

Pre-construction services (Precon) are a key aspect of the CM process and are crucial to a successful project outcome. These services can include critical path scheduling, budgeting, constructability analysis, material lead time mitigation, sub-contractor pre-qualification, and filing strategy analysis.

These services help ensure that all aspects of the project are considered and properly managed, from the planning and design phase to the construction and completion phase.

The choice between a GC and a CM may depend on the size and capabilities of the contractor, as well as the specific needs of the project. If pre-construction services are a priority, a CM may be the better choice, while a GC may be more appropriate for a non-complex project.

The construction manager’s pre-construction process typically includes the following steps:

  • Pre-construction Planning and Coordination: Involves establishing a project plan and schedule, identifying key stakeholders, and setting up regular project status updates and communication channels.
  • Budgeting and Cost Analysis: This step estimates the total project cost, including materials, labor, and equipment, and identifies any potential cost savings opportunities.
  • Constructability Analysis: Reviewing the design drawings and specifications to identify any constructability issues, and working with the design team to resolve them.
  • Material Lead Time Mitigation: Involves identifying and sourcing materials and equipment early in the project to avoid delays, and ensure that all necessary materials are on-site when needed.
  • Sub-Contractor Pre-Qualification: This step involves evaluating and selecting sub-contractors based on their experience, safety record, and quality of work, to ensure that the project is completed on time and to the highest standards.
  • Filing Strategy Analysis: Reviewing and managing all necessary permits and approvals, and ensuring that all filing and documentation requirements are met.
  • Design Review: Involves working with the design team to review the plans and specifications, and providing input and feedback to ensure that the design meets the client’s goals and requirements.

These pre-construction services are crucial to ensuring a successful project outcome and are an important aspect of the construction manager’s role. By providing these services, the construction manager can help to mitigate risks, minimize costs, and ensure that the project is completed on time and to the highest standards.

The line between a GC and a CM can sometimes be blurry, with some contractors having the ability to function as either. However, smaller GC firms may not have the pre-construction capabilities and specialized team members required for CM work, while larger companies with a more robust team can offer both services.
